Interpretation: We should pool our ideas and make concerted efforts, give full play to everybody's intelligence when we do any thing, so while putting forward a subject, everybody can and must fully express one's own opinion and suggestion, firmly oppose the responsible person to be self-willed, to hide the truth from the masses, be a law onto himself, while the leader must listen to each side's suggestion forwardly and modestly, this is complete democracy first.
But one thing must gather the suggestions too, must have a core person. Without centralize means loose-sand, will make all members in the organization to be purposeless, just like the boat lost in the sea, all the things should be decides will be towed again and again, finally "fail to make a decision when it necessary, must will get mess result". So, a qualified professional person should fully express his own opinion and suggestion in advance, but after the authority made decision, he should respond immediately, follow up actively at the same time, execute it totally, although he can keep his own suggestion, in order to be totally unanimous in the action, to guarantee the realization of organization goad. This is totally centralized.
